The European Medical Command (EMC) will provide the EU with an enduring medical capability to coordinate military medical resources.

It will ensure efficient joint EU management of scarce European medical services (planning, management and coordination unit).

It will create a common operational medical picture, enhance the procurement of critical medical resources and contribute to harmonising national medical standards, legal (civil) framework conditions and sanitary service principles.

The project is expected to make progress on the interoperability and the coherence of health care capabilities in Europe as well as to lay the foundation for effective medical force generation.

 

PROJECT DESCRIPTION

The European Medical Command (EMC) will provide the EU with an enduring medical capability to coordinate military medical resources The EMC is a coordinating entity with the objective of increasing the readiness of military medical support as a whole, not only by multinational cooperation but also by civil-military interaction. The Multinational Medical Coordination Centre – Europe (MMCC-E) will host the projects of MMCC (Multinational Medical Coordination Centre under NATO Framework Nation Concept) and EMC under one administrative and infrastructural framework.

OBJECTIVES/PRODUCTS

To mark the achievement of the PESCO project, the name of the organisation was amended from MMCC/EMC to Multinational Medical Coordination Centre – Europe (MMCC-E).

MMCC-E is a permanent multinational manned medical entity (38 people) with high responsiveness.

It is a coordinating entity aiming at increasing the readiness of military medical support by enhancing multinational cooperation and civil-military interaction

MMCC-E acts complementary to existing NATO/EU and national structures, providing coordinating efforts, products and outputs with a direct operational impact in the following core tasks:

  • Supporting multinational medical coordination efforts to cohere with participating nations and organisations;
  • Improving readiness of medical consultation, command and control and preparedness through exercising and wargaming;
  • Improving medical civil-military interaction and networking;
  • Coordinating medical capability enhancement on request of nations and organisations.

In order to meet current and future challenges in the area of medical services, project Members shall increase readiness, capabilities and capacities concerning materiel and personnel, stabilize the high level of professional cooperation, and intensify harmonization and cooperation up to mutual integration of military health care capabilities. The focus on is on projects with direct operational effect.
