The Harbour & Maritime Surveillance and Protection (HARMSPRO) will deliver a new maritime capability which will provide Member States with the ability to conduct surveillance and protection of specified maritime areas, from harbours up to littoral waters, including sea line of communications and choke points, in order to obtain security and safety of maritime traffic and structures. It will deliver an integrated system of maritime sensors, software and platforms (surface, underwater and aerial vehicles), which fuse and process data, to aid the detection and identification of a range of potential maritime threats.

The project will also deliver a command and control function for the deployable system, which could operate in harbours, coastal areas and the littoral environment.

 

PROJECT DESCRIPTION

In HARMSPRO, different technologies need to be combined and integrated into a single cross-domain capability (sea/land surface, air, underwater, space, cyber), based on a modular approach (system of systems) through the employment and integration of a series of different systems (trough common standard), included unmanned (in all domains). In this way, the capability will be able to adjust to the different needs, in line with local priorities, and with physical and geographical characteristics of the possible target to be protected. The institution of the HARMSPRO capability Centre, in the medium terms, would strengthen European security and defence level in designated critical harbours/littoral infrastructure, in specific situations or condition, it might also give the opportunity to EU and the several interested Member States (MS) to boost the evolution of future unmanned systems and their integration, by gathering together the valuable and different know-how from all MS.

OBJECTIVES/PRODUCTS

The project objective is to implement a deployable integrated capability system for the continuous protection of vessels, harbours and any other littoral and offshore critical infrastructure able to properly prevent and counter asymmetric (drones included) threats in a three-dimensional environment. The project will allow integrating the Maritime Situation Awareness sharing HARMSPRO real-time collated data in the global MSA.
